Abstract

The Office for National Statistics (ONS) is transforming the way its surveys collect data, moving data collection online as part of a web-first approach. This brings challenges and opportunities, putting the respondent at the heart of survey design.

This seminar describes how ONS is developing a respondent-centric approach to the respondent journey, from the moment the letter lands on the doormat to the questionnaire experience and beyond. The seminar describes the principles of the Government Digital Service that underpin ONS’s approach, the qualitative development that has taken place so far, and discusses the evidence on the effectiveness of this approach from recent online quantitative surveys.

About the speakers

Laura Wilson is a Principal Research Officer at ONS and is the Research and Design Lead for the transformation of Social Surveys. Laura is responsible for the area providing qualitative and user research on the end to end user journey for all modes of data collection. She champions user centred design and lives by the mantra ‘you are not your user’.

Laura has nearly 10 years industry experience as a social research practitioner. This time has been wholly spent at ONS working on various programmes of research across the office and for other departments.

Andrew Phelps is a Principal Research Officer at ONS and is the lead for the transformation of the Labour Force Survey; moving the survey to a mixed mode design (including online mode) and maximising the potential from non-survey data.

Andrew has over 20 years' experience as a social research practitioner, previously being a survey manager at TNS, BMRB (now Kantar Public) and NatCen Social Research.
