EU External Relations

Professor Panos KoutrakosProfessor Panos Koutrakos is the Professor of European Union Law at City, University of London. He is also Jean Monnet Professor of EU Law. A considerable part of his research is on EU external relations, that is the legal links between the EU and the rest of the world. His work covers the economic, trade, political, and security aspects of EU external relations.

He is the author of EU International Relations Law 2nd edition (Hart Publishing, 2015), a comprehensive and scholarly monograph which is one of the main points of reference in the area. He has also written the main legal analysis on EU security and defence policy: The EU Common Security and Defence Policy (Oxford University Press, 2013). His most recent publications in the field of EU external relations include ‘The Relevance of EU Law for Arbitral Tribunals: (Not) Managing the Lingering Tension’, (2016) 17 The Journal of World Investment & Trade 873–894.

In addition to EU external relations, Professor Koutrakos carries out research on the law of the internal market and EU constitutional law. He has recently co-edited two books in this field: Exceptions from EU Free Movement Law-Derogation, Justification, and Proportionality (Hart Publishing, 2016) (with Niamh Nic Shuibhne and Phil Syrpis)
and Research Handbook on the Law of EU’s Internal Market (E Elgar, 2017) (with Jukka Snell).
