HESA Staff Data Collection Form
The Higher Education Statistics Agency (HESA) is the official agency for the collection, analysis and dissemination of quantitative information about higher education in the UK. It was set up, by agreement between the relevant government departments, the higher education funding councils and the universities and colleges, in 1993, following the White Paper Higher Education, a new framework, which called for more coherence in HE statistics, and the 1992 Higher and Further Education Acts, which established an integrated higher education system throughout the United Kingdom.
City is required by HESA to submit a statistical return on its employees each year. The return is mandatory.
Certain information will need to be sent in coded and anonymised form to HESA annually. This forms your HESA record, which contains mainly coded information including equality and diversity status. Your record, or parts of it, will then be passed to those of the following bodies that require it to carry out their statutory functions in relation to the funding of education:
- Higher Education Funding Council for England (HEFCE)
- Higher Education Funding Council for Wales (HEFCW)
- Scottish Higher Education Funding Council (SHEFC)
- Teacher Training Agency (TTA)
- Department for Employment and Learning, Northern Ireland (DEL(NI))
- Department for Business, Innovation and Skills (BIS)
- Scottish Executive (SE)
- Department of Health (DH)
- National Assembly for Wales (NAW)
The data in your record will be used in anonymised form, primarily for statistical analysis, by HESA and the above bodies. This use may result in the publication and release of data to other approved users, which may include academic researchers and unions. Your record will not be used by HESA or any of the above bodies in a way that would affect you individually.
You may wish to note that your name and contact details will not be made available to HESA and that precautions are taken to minimise the risk of identification of individuals from the published and released data.

Under the Data Protection Act 1998 you have the right to a copy of the data held about you. Because the data held about you by HESA is anonymised and a subset of that held on you by the University, data subject requests should be addressed in the first instance to the Human Resource Department.
