Policy convergence of broadcasting and telecommunication and its effect on PSB: South Korean case.

The Study

The aim of my research is to investigate the process and the results of convergence in South Korean broadcasting and telecommunication policy sector. The country adopted a fully integrated media policy institution in 2008, by merging broadcasting and telecommunication policy institutions and regulators. The change in governance resulted in the marginalisation of some critical aspects of broadcasting policy, for example, the independence of PSB journalism. Meanwhile, economic and technological aspects of media were exaggerated, while sector-specific principles were not sufficiently reflected. Using political economy approach, it examines political, economic, cultural and historical aspects that affected the integrated institution, and also analyses its policies since 2008. Policy documents and statistics data will be used for the analysis, and interviews will be taken place with government agents and stakeholders such as PSB workers, who experienced the media policy change.
