Communicable diseases remain a significant public health threat to European citizens. In the 21st century, globalisation, the emergence of new diseases, and the reappearance of old infectious disease caused by frequent travel and the development of antimicrobial resistance, as well as the threat of bio-terrorism, require radically new public health measures. The EU decided to establish the ECDC to help strengthen Europe's defences against future disease outbreaks.

The European Programme for Intervention Epidemiology (EPIET) has developed 18 draft chapters of "lecture notes" from the core scientific lectures in the training programme. The purpose of the "Field epidemiology manual" (FEM) is to serve as a reference, a core structure for training needs in intervention epidemiology, and a resource of training material. It will be a source of core knowledge for starting field work reflecting the core competencies of intervention epidemiologists. The FEM wiki is intended to be complemented by further articles and other training material and also translated into languages by native speaking epidemiologists and create a live online forum with user generated content creating a space for online discussion and scientific discourse for the European epidemiologic community.
